WIPO’s Standing Committee on Copyright and Related rights (SCCR) is currently discussing exceptions and limitations to copyright for libraries and archives. By including libraries in the agenda, the Committee has acknowledged the value that cultural heritage institutions bring to society. Copyright systems worldwide should reflect this, finding a balance that protects creators while guaranteeing access to information. 

WIPO offers a unique opportunity, especially given its global focus, that can ensure all countries have at least the minimum rules to allow libraries to do their jobs, and establishing provisions with cross-border effect.

The outcomes of this committee can have substantial consequences on the work that libraries do around the world. The Marrakesh Treaty for persons with print disabilities, adopted in 2013, is a great example of the strong impact that the work at WIPO can have.

IFLA has enjoyed the support of member states who understand that strong libraries mean stronger, fairer and more sustainable development. We look forwards to working with our members, at all levels, to promote the policy reforms that will allow this to happen.

The Standing Committee on Copyright and Related Rights meets twice a year. IFLA will attend the next session, that will take place from 13 to 17 November.
